The District has recently been posed with the question, "Why is the elementary playground on the referendum?" The short answer: transparency.
Over the years, the playground has begun to show its wear and tear and as portions of the equipment have become unsafe for our students, they have simply been removed by our maintenance staff.
Our PTO has been fundraising very hard for this project for several years, and they have raised a lot of money to date, but those funds fall considerably short of the overall quoted cost.
In the District's financial projections with a passed referendum, there is a slight surplus of funds in the first year of the referendum. As it has been shared out during community presentations and informational meetings, the surplus would first be utilized to address the antiquated technology infrastructure and some of the instructional hardware that is equally beyond its years of service throughout the District.
IF there are any surplus funds left over after the technology concerns are addressed, the District would like to help put the funds for the elementary playground project over the top of its fundraising goal.
Around two years ago, the District received approval from the Department of Public Instruction to use federal grant dollars that would cover about 2/3 of the overall quoted cost, but only if the playground becomes "accessible" to all students. With a passed referendum, the District would look to combine those aforementioned grant dollars, the funds raised by the PTO, and the potentially remaining surplus to bring the project to fruition for our students.
Conversely, if the referendum fails, the District will look to utilize the federal grant dollars to save as many qualifying staff positions as possible for at least one additional year.
So again, the answer to "Why is the elementary playground on the referendum?" is because the District wanted to be upfront and transparent about how it would look to use the funds provided if they are available.

As a community stakeholder, you may be aware of recent headlines such as "68 out of 72 Wisconsin counties saw a decline in public school students" or infographics depicting a vastly shrinking total student enrollment, while a drastic increase in the number of staff members since 2017.
While that may be true across the state, it is certainly NOT the case here in Brillion. Here is an infographic that depicts the total student enrollment and staffing numbers (every teacher, support staff member, custodian, maintenance employee, food service employee, and administrator) for Brillion Public Schools before and since the referendum was passed in 2023.
Understanding that a smaller school district can see some shifts when a "large class" graduates and a "small class" replaces them, and by taking a look at total enrollment (using the number of students from the 3rd Friday in September count) since the 2017-18 school year, the Brillion Public School District has averaged 951.1 students enrolled within its schools.
Additionally, there are instances where it is more cost-effective for the District to bring on an employee as its own rather than pay an outside contracted service.
The 2023 referendum (for three years) was about maintaining staffing, programs, and services while “only levying for what the District needs.” The 2026 replacement referendum is for the exact same reasons. We are proud of our students and staff and all they have achieved. The 2026 referendum is an attempt to ensure that the District is able to once again maintain close to its current staffing levels (2 positions have already been reduced for the 2026-27 school year), as well as programs and services.

Our MS art students are working on a creative 3D project! 🎨 They first drew an object and traced it onto fabric. Then, two pieces of fabric are sewn together and stuffed to bring their drawings to life as a 3D image. The students had some very creative ideas and are having lots of fun with this project! #brillionlions 🦁






Our MS students were practicing the flute with Mrs. Cibula today, and they sounded wonderful! 🎶 It was great to hear their hard work and musical talents filling the room. #brillionlions
